Conducted from the perspective of user-centered service management, this study provides empirical implications for the integrated voucher policy which has been attracting increasing attention. The data this study used were collected from focus group interviews (FGIs) with a total of 10 service provision managers involved in the integrated social service voucher pilot project who were divided into two groups according to the region to which they were assigned. The results of categorizing the concepts derived from the subject analysis are as follows: First, preparation and recognition of supplier, second, supplier¡¯s response to change of user¡¯s selection scheme, third, supplier¡¯s consciousness about user¡¯s behavior, Self-evaluation of schematics and suggestions. Specifically, we found that it is necessary not only to pay attention to systematic performance providers when introducing new policies, but also to enhance the employment stability of program execution personnel due to strengthening of user choice.
